Probably need to find a better way to respect language set in DESCRIPTION, any way to access this?
Similar to the approach in #1621
In Rstudio build pane sets to C
rstudio/rstudio#14802.
If we merge this PR, I could make edits in the IDE to let roxygen2 set locale (i.e RStudio build pane would no longer be in charge of this)
